On the morning of November 9, 2019, the 2019 Hangzhou International Talent Exchange and Project Cooperation Conference was grandly opened at the Hangzhou International Expo Center. During the opening ceremony, a ceremony for appointing Hangzhou's Global Talent Recruitment Advisors was held. Prof. Manfred Dieter, Chairman of the German-Chinese Health Organization and Academician of the German Academy of Sciences, introduced by Gongshu District, was appointed as a Hangzhou Global Talent Recruitment Advisor and delivered a keynote speech.

Mr. Manfred Dieter serves as the Chairman of the German-Chinese Health Organization, the Chairman of the German Society of Pathology, the Director of the Institute of Pathology at the Charité Medical School, and the Project Leader of the Virchow Joint Medical Center of the German-Chinese Health Organization. He was formerly the Director of the Charité Hospital in Germany. In 2018, he was honored as a "Qianjiang Friendship Ambassador" of Hangzhou. He has dedicated himself to international exchanges and cooperation in pathological diagnosis, cancer gene diagnosis and treatment, breast pathology, the international cooperation and promotion of molecular pathology center projects, as well as the cooperation and promotion of breast cancer detection. He serves as an editorial board member and reviewer for numerous international scientific journals, including Virchow's Archiv, The Lancet, Pathologische Anatomie und Histologie, Pathobiology, Bone & Mineral, International Journal of Oncology, Cancer Research and Treatment: Oncology, Cancer Research, Cancer, Nature Medicine, Internal Cancer, and Nature Medicine (Note: It's assumed that "NEIBU cancer" might be a typo or a specific journal not widely known; I've translated it directly but please verify)
Since 2017, the German-Chinese Health Organization has established a comprehensive cooperation relationship with Gongshu District. With the promotion of Academician Dieter, a number of German bioeconomy projects, including the Sino-German Virchow Joint Institute of Pathology and the Sino-German Biobased New Materials Research and Development Center, have been settled in the Hangzhou International Talent Entrepreneurship and Innovation Park (Gongshu Park) and put into operation.
In the afternoon of November 9, 2019, at the 2019 Sino-German Biopharmaceutical Industry Development Forum hosted by Gongshu District, Academician Dieter delivered a keynote speech on the development direction and trends of the German biopharmaceutical industry.
